In the state of NY the Department of Motor Vehicles issues titles for boats. With a Bill of Sale and any required paperwork you can change ownership.

Most States transfer ownership when you apply for your hull ID numbers. Just get a form from whoever controls your state waterways, fill it out and send it in.

Call your state's Department of Natural Resources.

In some states I believe it is the Department of Motor Vehicles.

Go to your states boating or recreation departement. For most states they can do it, or they can for sure tell you were you can.

grab the local phone book...look up in blue or pink pages under state govt...also call the DMV im sure they get the ques all the time
