The problem lies with those who hanker after money only.
The exchange of knowledge and acquiring skill are fine. But to leave ones country for the sake of earning money is should be decried. The Govt. cannot close the gate for a bilateral flow.To give higher salary to some who intend to go abroad would be counter productive as it will invite furore and slap on the face of those who serve the country with whatever means they have.

You are correct, up to a certain level steps are to be taken to prevent brain drain, it is not only a question of having an effect on development, but simply certain industry may suffer. Take for example a country, their seasoned pilots are being pirated by other countries. so some of the fleet will have to be grounded until new pilots are bing trained. This will only stop once the global demand for pilots have been filled up, or local airline should increase compensation so that they wont think of going elsewhere.

instead of passing laws forcing people to stay where they don't want to stay, your government should promote high tech industries to come to the country. make it beneficial for companies to come to the brain so there is no reason for the brain to leave
