Actually, it's pretty philosophical if you think about it.
Many years ago, maybe thirty or more, woman were portrayed as "sexy" if they had blond hair. Like Marilyn Monroe. So more and more women wanted to become blond, so they chose hair dye.
As more and more women dyed their natural colored hair blond in order to impress the other gender, the vast population of women became blond, or at least the women who sought to be more attractive.
So most of the attractive women were blond during that time, all brown-haired girls were passed off as "plain". So as a result of women who wanted to impress men being blond, men began viewing most attractive women as blond. When asked what kind of girl they preferred, they usually would say, "tall, beautiful, and blond."
So now we have it that most men prefer blonds, right? Okay. So now as generations pass by and we are now back in the 2000's. The old stigma of all attractive girls have to be blond is still running rampant in today's society.
Many teenage girls are dyeing their hair blond, and these are the same girls who only wish to impress guys, go on dates, text message, and play on their phones. Not the brightest of society, mind you.
So most teenage girls head over hills for any guy are flirtatious and make dumb mistakes. Such as, they are too busy staring at the guys that they don't care about studying or schoolwork. In turn, they don't get a lot of jokes or understand a lot of things in society. That would be where the "dumb" part comes from.

It's a stereotype. But like most stereotypes, it has some basis in fact. Very often the dumb, easy, party girl types dye their hair blonde. This is an attempt to make themselves more attractive, because blondes have a certain mystique. Truely natural blondes are pretty rare, so have an exotic quality. So if you see several skanky blondes acting drunk and stupid at a bar or party it tends to stand out and reinforce the stereotype. It's not fair, just like any other generalization, but that's how it goes.

I am blonde I had to dye my hair dark to get away from the blonde jokes I dont know what is with the jokes but I had a 4.0 GPA so I have no idea about the dumb flirt or liberated part is if anyone knows please do inform me
btw i dont know about blonde being the american look I am ittalian and irish and hungarian second gen american so I dont know what you are talking about

Blonde hair symbolises youth and youthfulness is attractive. They are the most desirable in western societies. Thats why they are stereotyped as dumb, flirty and liberated. That stuff is connected to shallowness which is obviously dumb.

That dumb blonde stuff is all a myth,i have 3 best friends that are blonde and very attractive and 2 of them have high profile jobs.I have always been attracted to blondes with blue eyes.

3/4 of my hair is blond and the rest is black with a bit of brown am im 3/4 ditzy! =[
