You do not need a partner for talking, as a rule you say hello to any one, usually they say hello and you then go from there.

Start with school mate , office mates and the neighbours, just be cordial and help full. Have to be care full that you do not covey wrong message, as specially to a person of opposite sex.

This is my general advice to all.
You sound very young and if you are under 25, then study hard if in school or college, stay and finish it.
Build a carrier, youth comes but once take full advantage of it. Study hard, play some enjoy friendship, and then at age 25 if still unattached then try the sites like.
