It depends on the laws of the state, their ages and their relative ages.
Most states have exceptions to the statutory rape laws for teenagers who are within a certain range (often, +/- 2 years) of each other. These are so-called "Romeo and Juliet" laws.

it does depend on the state laws, but keep in mind that it's incredibly hard to actually prosecute a couple of 16-year-olds for having sex. I wouldn't worry about it unless there's a TRULY psychopathic parent around who may find out and give you problems.

yes of caurse its legal for any one at any age to have sex and its not legal for say an 18 year old to have sex with a 17 year old, yeah thats are legal system.

I know in Cali that if your 17 you can't have sex with a 13 yr old. That's statuory rape. It's either + or - 2 yrs. I don't know about any other states though.
word of advice teenagers have no business having sex. period.

Depends on what state you are in and who you tell. For example, therapists have different standards than doctors which are different from teachers which are different from the police. Always best to speak in hypothetical situations unless you are sure about disclosure.
