Actually, most of the money would come from the states, since most of the bridges are over state roads.... only a small percentage are over interstate highways that Congress is responsible for.
And during that 20~30 years of construction, when the bridges were closed -- traffic jams would cost tens of billions of dollars a year in lost time.
So, it's not as easy to fix as it sounds. That doesn't mean we shouldn't start -- just expect it to take 50~100 years, not 20~30.
So, "cannot" in the time-frame you suggest -- and "will not" because it doesn't get them re-elected, so it's not part of their political agenda.

You do know, that there is a Federal Bridge Program, right ?
Where the Federal government pays 50% of the cost of bridge repairs, the states pay the other 50%.
Since 1990, not one state has used all thier federal matching funds to repair bridges.
From your question, you sound like you think the federal government should be responsible for all bridges and roads.
When currently states are responsible for bridges and roads.
So you really need to be talking to your state representatives and governor.
The federal government has put the funding out there, the states just aren't using it.

The accident in Minneapolis Interstate bridge was a tragic one and which could have been prevented. I will described it
as" 3M 801 tragedy" for Minneapolis, Minnesota, Mississippi.
The US government should act now and decisively do immediate action on bridges that need top priority repairs and maintenance.The billions of dollars needed to recondition these bridges are worth in saving hundreds of innocent people.

Yes, I agree. It is really time to spend federal funds on improving american substructure than trying to fix something that isn't american responsibility..........
Yes, it isn't federal job to fix state bridges but it is necessary for safety. Anyone heard of the 50 million dollar bridge (or airport) to nowhere in Alaska. Yes, it's finished at the expense of many others elsewhere........
Of course, I will not be voting for anyone currently in office.
