When the restaurants charges extra for service, that usually means you don't have to leave a tip. Personally, I leave loose change as tip when the service was good. If I have complaints regarding the service, I just pay the bill and go.

I would if I really appreciate the service. The 10% is more like a "tax". In fact, I know of customers who demand not to pay the 10% when the service is poor. It also depends on the culture. In US and Europe for eg, I think they expect to be tip for every service they render to you. In countries like Signapore, hotels for eg ask that you do not tip for the service if there is already a service charge.

Since I am the one who decide how much to give for a tip, I rate the amount according to how they behave towards me. As a pretty lady with a handsome man on a date, I sometimes experienced being neglected and I don't understand why there are some service staff who only speak and smile to the male costumer.

Yes because the medium tip is now 20% if the service is good. So if they add 10%, then you should just tip 10% more.

Yup. I tip it in cash. I am somewhat skeptical that the server is receiving the 10%. I usually leave PHP20-50 (assuming there are two of us). This is usually in normal restaurants...
