Gymnastics for the handicapped: is it wall bar or bar wall; cones with staves??

1. Is it wall bar or ball wall?
2. What are they referring to here: cones with staves to be fastened on them.

I'm trying to understand a very poor translation of an article. I'm suppost to buy a cone with staves fastened on them....and a bar wall or wall bar HELP!!!

Well I assume it is a wall bar..... a bar attached to a wall... like for pull ups... Cones with Staves? Not a clue... sorry!
