I believe the author put it there because his bowl cut and/or eyebrows would be partially obscured by it, if he wore it on his head.
Those are the distinctive parts of his appearance, so the author put the headband elsewhere.

don't dis on the Lee, just because he has freeky eyebrows and a horrible haircut doesn't mean he doesn't kick A$$! To answer the question, because he want to it is almost fashion on where they decide to where it. Hinata wears hers around her neck and some over one eye. They plan for years for the day they will earn theirs and also how to where it. I guess that is the best way to answer maybe if it is there then it won't be in the way.

Loads of wapanese in the village where there "bands" in crazy places, it's sorta like a signature look. Like how kakashi's looks hella badass cuz his shunning-gunt hing.
please dotn diss the rock lee he is the bombest character on that baby show.

No offence but its because rock lee sucks lol. He is so gay aswell. I mean you jsut look at him and his sensai and you know somethings happening between them lol. If you notice all the Naruto Characters wear their forehead protectors diffrently. It a fun thing to look for while watching.
I am intilted to my opinions. And i dont like him so there. lol I like Gaara and Sasuke and them. lol Kakashi Rocks.

It really depends on the person. Pretty much, you can put it on anywhere. xD
And yes, please don't criticize one of the best chars of the series. We all have different opinions and you shouldn't take it up on your own

He doesn't wear his head band on his waist because he sucks, it's just like his look.
