0.4C = 1.5(0.4) / (1 - 0.4)
0.4C = 6 / 0.6
C = (6 / 0.6) * 0.4
C = 10 * 0.4
C = 4
Cost in millions = 4

C sub x is a way of saying what is C at the value of x and is not C times x. So it should not be multiplied.
the formula asks what is the value of C (COST) when x is given and put into the formula, in this case x=.4 or 40%.
Cost when x is 40% = 1.5*.4 / 1-.4
cost in millions = .6/(1.00-0.40) =1.0 million dollars
The 100 - x term either is in a % form so it is 100-40 so you divide by 60 or I think you did not include a decimal between the 1 & 00. check the source. I gave an answer assuming this is the case.
