No. 12 is to 10 is just like saying (e.g.) 12 girls is to 10 boys. While 10 is to 12 is 10 boys isto 12 girls. There is a very big difference between these two especially in solving math problems.

10:12 = 10/12 = 0.8333
Although, if you make clear the ratio is reversed, you can use either, for example if the ratio of apples to oranges is 12:10, then you can also say the ratio of oranges to apples is 10:12.
