You don't get a work permit at a Nigerian embassy. You get a visa based on a letter of invitation from your future employer.

Your future employer has to arrange everything for you. You don't have to pay him any fees.

Zenith Bank exists but did you ever apply there for a job?

If not, why would Zenith need to hire an expat? Expats are more expensive than locals, and being a sales manager is a position, which justify expat expertise.

In my view, it is a scam.

I gather you will be responsible to find somebody to launder millions of Dollars that have been bequeathed as there is no living relative left alive. The whole family would have died in a car accident and unless somebody gives you their name, address, bank account details, card number, pin number etc. the Nigerian Government will sieze the money. Now for the easy bit of your job, you will now empty some greedy mugs bank account and get loads of credit in his name.
