It is definitely not healthy to do either and I am going to go against the norm and say that it is worse on your body to under-eat for the simple fact that your body needs certain vitamins and nutrients to remain healthy and if you continually under-eat you are depriving your body of those things the same as if you ate a bunch of junk food all the time. But, again, I think one is just as bad as the other.

If they are only the two choices then under-eat but healthy. Though neither options are particularly healthy either way. You should eat the amount of food your body requires each day so it's getting the vitamins and minerals it requires to stay healthy.
