It depends on where you are and what the conditions are. If you are on the side of a mountain and a snow storm breaks out....your first priority would be shielding yourself....."shelter". If you are lost in the desert.....finding water would be of utmost importance. Survival depends on ones ability to grasp the most immediate threats.

lay down really flat with your head in the direction of the blast so that you present the narrowist profile to the shockwave. Lay as flat as possible keeping your arms on the ground but having them bent so that your hands can protect your face. You're pretty much screwed. Seriously though, does anybody remember that from basic? I do. It was hilarious.
