There is some merit to your question. Some of the best basestealers have been black. Base stealing brings to mind Maury Wills, Vince Coleman and Lou Brock as probably the best in history. There is an old saying that you can't teach speed, but Maury Wills really did perfect an approach to stealing a base, especially second. His approach paid dividends for the Red Sox in 2004 when Dave Roberts, a former Dodger and a former student of Maury Wills during Spring Training, stole the most important base in Boston Red Sox history.
Do only black athletes steal bases? Of course not. But some of the best base stealers have been African American. Some of the worst too. No Red Sox fan could imagine Moe Vaughn, their DH for most of the 1990s, trying to steal a base.

Let's look at the current stolen base leaders in the MLB. Out of the top 15, only 4 are African-American. Pierre, Crawford, Figgins, Patterson. If, as you term it, "so many" African-American players stole bases, surely they would make up a greater proportion of proficient base-stealers than that, right? Back on topic, Pierre has 52 stolen base attempts (43 successful) to go along with 124 hits (no home runs) and 20 walks. That's 144 instances of Pierre being on base, excluding the numerous times where he has grounded into a fielder's choice or been hit by a pitch. When this is taken into consideration, he's probably been on base 150+ times. With 52 stolen base attempts, that means Pierre is attempting steals only about 30% of the time. Not exactly an "always" occurance, is it? Go down the list and the percentages decline.

I think African Americans are fast but there are white dudes in the Bigs who can go get a base also - Scott Posednik, Aaron Miles, Marcus Giles, Freel from Cincinnati, etc -

What the hell is an "African-American"?... If you are asking about black players, then have you seen black guys run whether in sports or in the commission of a crime? Can you run that fast? Obviously not!

because they can. so can any major leaguer.... case in point, Detroit Tiger Sean Casey has 2 stolen bases this season!
