I was curious whether it was a hand held camera that was coincidently shooting the bridge at the time or whether it was a surveillance camera.

It was a surveillance camera from the Army Corp of Engineers. The also have DOT cameras in that area.

It was a private camera and it is footage that the National Transportation Safety Board team is quite interested in. They have put out a call for any other people who taped the scene to come forward with their footage.

I read that it was a surveillence camera. Incidentally if you go to the AP website you can see the footage

it was a surveilance camera aimed at the bridge for security reasons.

It was a surveillance camera. The person who released it wasn't named because he/she was not authorized to do so.
