No cost solution= open your PC case and point an electric fan towards the cpu.

Low cost solution= replace your case fans with more powerful Nidec or Delta fans.

Best solution= replace your cpu cooler with a better one from Thermalright, Scythe, Zalman, Noctua or Arctic.

Clean the system out with a can of air. Make sure the CPU fan is working properly, add another case fan (they are cheap and most units can handle 1-2 more easily)

go down to your local computer store and get an after market fan and heat sink for your CPU, put as many case fans into the case as it takes, make sure the room it's in is cool and has fresh air or air conditioning, get all the dust out of your case with a can of compressed air... and that isn't enough then you can always go with water cooling :)

major causes of hot cpu:

overclocking

lack of thermal paste between cpu and mounting

not mounted properly [some of 'em have to be really PUSHED onto the mounting]

cpu cooler [fan] not connected to power supply

cpu cooler failed

cheap cpu cooler, or not really designed for this high powered chip

hot air exits from case blocked, or fans not working

hot new video card has insufficient power to run its cooling properly and is overheating the whole interior of the case

You can add more fans (They are fairy cheep) or make sure you aren't over clocking it too much. Also make sure it isn't like stuck in a closed area like a cabanent because those get really hot just taking it out and putting it on top of a desk or something would help. If that doesn't work you could turn down your Rooms AC then put a fan blowing on the back of it.
