I'm not sure about the Phillipine congress other than maybe there are 12 provinces and 2 Senators for each. I have to laugh at all the answerers that failed to read the question as you quite obviously didn't mean the U.S.A.

You are in error there are 100 senators in Congress.

A compromise between the Southern and Northern states is responsible for the number of Senators and Representatives.

According to the US Constitution a national census will be taken every ten years and that information will be used to set the number of members in the House of Representatives in that one Representative will represent a certain number of people. This favors the populous states like New York and most of the northern states with the original 13 colonies.

The Senate is limited to each state will have two senators. This favors the states with less population like those in the south among the original 13 colonies.

Senators serve a 6 year term, with 1/3 of them up for re-election every 2 years. Representatives must be re-elected every 2 years. This gives the senators some freedom to go against the opinions and desires of their citizens so they can make decisions that require sacrifices. Representatives are re-elected every single election so they are directly controlled by the people insuring if they don't do what the people want they will be removed from office.

There's a 100 Senators in the Senate part of our bicameral congress. The other part is the House of Represenatives. Two Senators from each state. At least the federal governement. If you are talking state government that is another matter.
