Both are awkward because they're padded with a lot of unnecessary words. The verb isn't correct in the second, either.
If you're aiming for formality, "I hope I can assist you" would be better. Just plain old "I hope I can help you" is better. Even "I hope that I will be able to assist you." In any event, what you're saying, and I assume that this is what you're trying to say, is that you'll help if you can, but you're not sure you'll be able. If you don't intend it to have that element of doubt, you need to rephrase it.

Well the first is in the present tense and the second is in the past. But the second one...I hope I can be of help to you...is a much better choice.
