The ONLY way to make them smaller is breast reduction surgery. Yes, it's plastic/cosmetic surgery, but your insurance will probably cover at least a portion of it if your doctor tells them it's medically necessary because of the medical problems your breasts are causing you.
If that is not possible, then make sure you have a good, supportive bra. That can make a lot of difference. But I would really talk to your doctor about the reduction surgery. There are no pills, exercises...nothing that will make them smaller or weigh less.
(If you are are very overweight, then losing some weigh will probably make your breasts smaller--but only if you are really overweight.)

Breast reduction is the only way to decrease breast size. But don't have the surgery until after you've had your babies.
UPDATE:
Sports bras are a great idea for women who have smaller breasts to begin with. But if you have larger breasts, it is a little painful to walk around all day with your boobs compressed. Not to mention--they are cooped up all day and they get a little...uh...HOT. Ick. They make special bras called Minimizers and they really work.

I think breast reduction surgery may be the only way. You could also try losing weight if you are really heavy, but that might not give a satisfactory result.

They have breast reduction operations. They're probably done by the same doctors who do liposuction and implants and stuff like that. It's probably an expensive operation though.

Try losing weight before getting the surgery. When you lose fat, you lose it from everywhere, and many women lose weight from their breasts first.

Wear a sports bra. It compresses them to a reasonable size and brings your center of gravity back towards your spine making you stable again.
