who is there to contact when email problems happen???

contact your isp provider, whoever they are. Obviously you can't e-mail them, so you'd have to call them by phone. Just out of curiousity, you do know you're asking this in the general taxes section, right?

Contact wherever your email is hosted if you are having persistent problems. If you're just having problems with one or two emails, don't expect much.
