Because those are their laws.

Even 100 years ago in the US, women could not vote.

And most US states had exemptions in the law that says a husband could rape his wife at any time, and that didn't count as a crime.

Times change -- remember that Muslims make up 20% of the world's populations -- not all Muslim countries or Muslim sects still follow those strict codes.

1) Man has penis - it protrudes outside of the body while woman has a vagina - which is hidden inside - thus answer your question about female being counted as 1/2 vote.
