The reason for raking the mound is to keep it consistent for the pitchers. This is important for their control and to prevent injury. The cause of the mound being raked would be someone running a rake over it.

To give a smooth landing site for the pitcher's feet. The last thing the hurler needs is a career-ending ankle injury from having that power-driven leg land in a rut while his body is in motion. I've even seen instances where the new pitcher asks for the ground crew to do some quick "groom and smooth" because the guy he is relieving made the area look like he was trying to dig his way to China.

If you went to a game, you would see that the entire infield gets raked at least once, usually around the 5th or so inning. It is to keep the dirt level to help prevent injury. The Yankees ground crew make a dance out of it.
