In many states, helmet laws do apply but for only the duration of one year after you've obtained MC endorsement. But how the police know how long you've been riding is impossible. I'm more upset with the scooters on the road whereas the rider is not required to carry insurance.

I think you will find that most jurisdictions have helmet laws, but not quite as many have seatbelt laws. Helmet laws have been part of our culture for very many years, but seatbelt laws only about 5 to 15 years depending where you live.

As a biker in Texas you can ride without a helmet but you have to prove financial responsibility (health insurance, or be rich) and you must be over 18. The finacial responsibility is in case you bash your head, and live, the state does not have to pay for your vegetable brain. Helmets can be a distraction, but they can save your life. Mine saved my life. But even I ride without sometimes because it is so much FUN. At the end of it ...if you have a wreck on a motorcycle @ 70 miles an hour, the helmet would just make it easier to identify your body. Helmets are really only good at intersections and at low speed.

Most places have helmet laws for motorcycles.
In autos the seat restraints protect the head, preventing contact with the intereior of the vehicle.
(Besides, drivers are more numerous than motorcycles, and would certainly quickly vote the supporters of any such law out of office.)

it is to attract bikers business. as usual it is all about money. what made me wonder is that how they measure the penalties, ie, in hillsboro , Oregon there was a sign to buckle up or there is a penalty of $54 dollars. why not $55? also the monitory penalty is not punishing people the same since $54 is like $540 to a poor person and some change for the rich, it is not equal punishment for equal violation. think about it!
