Because they've only passed one bill so far, and they needed something. Neither group is going to stand against an ethics reform bill, without fear of the other groups using that against them in the coming election.
Basically, this was the only thing the Dems knew they could get accomplished. But, it has only been a scant 8 months since they gained leadership.
edit: Do you just make this up as you go or something?
Here, two off the top of my head, Patriot Act and Patient's Bill of Rights.
Edit: oh here's another after 2 seconds of search, Penision Protection Act, to protect 401k investments after the collapse of Enron. Should I keep going? I got all night.

Because the Democrats are the most ethical people in the world! They are gonna save the U.S. unless those bad evil republicans ruin it all... LOL You might try reading something besides moveon.org, you may be surprised to find out that ALL POLITICIANS ARE CROOKS. Try and find one that is not out for THEIR self interest. Ethics reform is a joke.
A ethical man knows that you shouldn't cheat on your wife.

After all of the useless and time wasting attempts to pass bills that they know didn't have a snowball's chance in hell of passing either the congress, senate or the presidential veto - they knew full well that any bill with the word "ethics" in it might put them back in the game. It did, and you bought it hook, line and sinker.
Simple as that.

Its the only thing republicans in senate thought was worth passing considering the fact nothing in the past democrats have tried to pass was worth ten cents.
