my mom got a letter in the mail. We were wondering if anyone else heard of it?

It's hard to tell without knowing what the letter said, but if your mother didn't enter a sweepstake with that name, it's unlikely that she's a winner. It sounds like it would be a scam. It's a scam unfortunately. For legitimate sweepstakes she can enter by purchasing a sweepstakes newsletter like Sweeping America or Sweep Sheet (can do a search online for them) or she can even enter ones online at www.online-sweepstakes.com

I received a letter in the mail also. This is a scam. Tell her to file complaints with the FTC and US Postal Service to stop these folks.
