Using all caps is generally held on the internet to indicate that you are yelling and/or angry. In general, net etiquette "experts" (i.e., everybody and their pet dog) say you should never use all caps because it is rude and could start an argument, which could lead to a flame war, which could lead to everyone in whatever forum you are writing in being miserable. Even when people are obviously just trying to show emphasis I have seen (rarely) moderators rule this as inappropriate behavior and threaten sanctions. Which is just silly, but I guess some people can't interpret what is between the lines... or the characters.
Some people prefer to type in all caps because they can type faster without having to switch to upper case and back. Generally those posters get repeatedly asked to stop shouting, as new people to the forum haven't seen whatever explanations they have made in the past for posting in all caps.
Mixing upper and lower case seems to be held to be indicating something weird, strange, special, different, or ironic (which is why it is often used in aliases), and etiquette-wise should be used in a restrained manner, because it is harder for people to read.
If you are posting something in an html enabled dialog box you sometimes have the option of using bold, underlining, or italics. If you are sending an e-mail with html enabled, this is also an option, but not everyone may have an html enabled mail reader.
If you are not sure how your message will be viewed, the best solution is to use some other symbol to show emphasis. I use *other* characters to indicate emphasis, such as asterisks; dashes -might- work as well, to indicate underlining perhaps. Be ~creative~, but in control would be my advice.

Perhaps there is something stuck in the keyboard between A and Caps Lock that is causing this issue. Turn teh keyboard upside down and give it a sound spanking to dislodge the detrious that has accumulated there

Caps Lock is only for emphasis or shouting across computers. If you use it all the time it looks as though you are really angry or really happy and quite preppy. It really is a curse if you accidentally hit it...almost as bad as sticky keys.-Scarlet

Caps means you're shouting something. It gets old after about 5 words all in caps. You know what's worse? MiXeD CaPS. That just really sucks.

I use it for the beginning of a sentence, proper nouns, and occasionally to emphasize a word. Anything other than that is rude.

I only use it to emphasize words or when I'm at work. I like my caps, but only at the right time. However, it is appropriate when you feel like it!!! Thanks for asking!!!

if im spazzing ; yelling ; being awesome, i use caps.. i usually dont use caps for anything else, unless i am being foreced to by the "proper use of writing society " THEY KNOW EVERYTHING I DO.

i forget and i capitalize all the time - then i go and stand in the corner and i promise never to do it again until next IT IS TEH BEST AND YOU DONT HAVE TO MESS WITH THE SHIFT KEY
