Actually, no it's not okay to water plants at night. Early morning before sun rise is optimal because you get no evaporation and it allows the sun to dry off the foliage of the grass and plants. Watering plants or grass at night results in mold, mildew, and fungal diseases from the foliage remaining moist all night long.

Well, it depends. If you are talking about indoor plants, sure you can water them at night. If you are talking about outdoor plants or a garden then no, you should water in the morning. By watering at night, there is a better chance that bugs will invade your plants and eventually cause a problem. If they are indoors, there is not as much of a chance of this. Just don't overwater and be sure that the soil is close to dry before watering so that your plants stay healthy.

It'd be fine. :) It rains anytime after all, it's not like the plants are going to die because you watered them in the dark. You don't even need the patio light- unless it's a plant light it won't do anything anyway. It's best to water them in the morning because that's when they are just starting to get into the whole photosynthesis thing and the water helps, but night time is okay too. Don't worry about it! As long as they get water, never mind what time it is, they'll be fine.

In humid climates, evening and night time watering predisposes the plants to mold, mildew and fungus. In dry climates it doesn't cause as many problems. Watering around dawn is supposed to be the best time of the day to water.

As for me, I run my sprinklers between midnight and 4:00AM because the water pressure is higher (because most people are sleeping) and gives the sprinklers better coverage. I'm in a dry climate and can get away with it.

It doesn't really matter when you water a plant, as long as you don't over or under water it. If you haven't watered your plant for a while, then you should deffinately water it as soon as you can.

Yes it is probably better to water them at night. If you have city water it is easier on the system.

You can water them at dusk, daylight or night. During the day the sun will dry what your trying to accomplish too quickly and cause more problems than needed.
