If they are doing the minimum to get by your local laws, there's probably nothing you can do. My neighbors tie or pen their dogs 24/7, year round, in weather from 0 degrees to 100, BUT, the dogs are fed, have water, and have dog houses, so according to the county everything is fine.
You could try talking to the neighbors, maybe they just don't know what they should do? You could suggest they are clipped in the summer, or if you have clippers, offer to lend them to them.
It's tough watching animals get cared for in what you consider a substandard way, but sometimes there's nothing you can do but hope they run away (it's not a good idea, but I once knew someone who would just steal neglected dogs and find them new homes).

A peson that could justify being abusive to a helpless dogs does not understand besides. call the law enforcement officers and Animal administration once you video tape him in the act. Or get some %.. info is maximum suitable. record a checklist for harassment. As he's harassing your sources. Sorry you have such an a$$ for a neighbor!!

Well, first I would try the local animal control, BUT, maybe the laws around there allow it, so instead of "turning" them in, (they must not have any sense anyway), you could kindly offer to clip and bathe their dogs, being neighborly and all, a dog lover, and maybe they will get a clue and you will have some new friends who will learn how to properly care for critters. Good luck.
Also, I would try the stealth approach on the animal control first, you don't want to make any enemies of your neighbors, if they treat their dogs that bad, who knows what the hillbillies will do to yours....

A dog should be trained on how to eat, walk with you, not to bark, potty training and sleep on its place etc. You can teach anything to your puppy, dogs get trained easily with some good instructions. If you want some good training tips visit https://tr.im/chP70
If properly trained, they should also understand whistle and gesture equivalents for all the relevant commands, e.g. short whistle or finger raised sit, long whistle or flat hand lay down, and so on.
It's important that they also get gestures and whistles as voice may not be sufficient over long distances and under certain circumstances.

Go to the ASPCA website and file a complaint through them, they will be more willing to remove the dogs then local law enforcement. If you want to help inprove condtions in your area for animals file with PETA they are good about getting condtions improved. and of course there is allways CNN iReport
