Probably New Zealand is the most 'socialist' country in the world today. I'm not sure exactly just how 'socialist', but seem to remember that many NZ enterprises are run as co-operatives, which makes the workers the owners and not a bunch of greedy private shareholders.
Re socialism - let's put it like this - the Labour Party in UK owes more to the Methodist Church than it does to Karl Marx.
UK used to be very socialist indeed, but that was way back when I was a child starting from the massive Labour landslide victory in the polls of 1945.
In the period 1945-1950 Labour succeeded in creating the world's very first Welfare State - including the National Health Service.
People living now in UK who feel they have not benefited from any of this pioneering work done by Labour all those years ago, should think again. Anyone can go to the doctor and make an appointment and have a consultation and receive treatment. All of this and much more is free at point of need.
The Labour slogan in the 1940s was "social care for all the people from the cradle to the grave". Yes, you can even be buried by the Co-operative Movement's very own funeral company and not a single penny of your money will go to a shareholder. It will go into the pockets of the owners of the Co-op - us; we the people, the members.
The Co-Op [Co-Operative Society] is one of UKs biggest enterprises. To be quite blunt about it, the Co-Op is massive and we really only become aware of this once we step outside of the South East. The North is where you find real Socialists in UK.
God bless them all.

I think Clive H is probably about right saying that New Zealand is the most Socialist, democratic country (great answer Clive), and those who have said Sweden also have a point.
I think Scotland must be one of the most Social Democratic (as opposed to Socialist) orientated countries in the world, however, considering that 112 out of 129 MSPs follow a distinctly left of centre, Social Democratic ideology (i.e. SNP, Labour, Lib Dems, Greens and Margo MacDonald). The only ones who don't are the 17 Conservatives.

China or Cuba are Communist, not socialist. Canada and France are more socialist. Of the 2, France is the most socialist.

Sweden. It's not communist, but 50+ percent income tax. Cradle to grave health, welfare, unemployment coverage. Plus a lot of IKEA stores.

Sweden is very socialist. They gladly pay about 55% of their income to taxes which are generally used for the good of all.
