It is incorrect use of the site.
The asker is not looking for the answer to a question, or even promoting a free flow of ideas, they are simply parroting an insult.
Would you be more comfortable discussing politics without the thousands of direct insults disguised with a question mark at the end?

All correct -- but I doubt they will.
Sadly, trolls make up a large part of their consumer base -- and that means more website hits, and larger ad revenues.
