yeah.. im just wondering, can the parliament be more effective when makingg decision regarding any bills and make it even more faster rather than taking ages to sort something out?

Parliament is working to the dictates of a Cabinet where the real executive is elected by the People's chamber. They are just voting for the Bills presented by the Ministers or members of Parliament.

In Countries like U.S.A Parliament can function independently from executive and adopt and enact laws for the people. Parliaments can be more effective when
a) local problems are solved by local self governments.
b) technical people are handling technical bills.
c) if more popular checking and voting is there on social issues.

Very effective or very ineffective.

An example of a very effective parliament would be the British system, a somewhat less effective one (but not by that much) is the French one, and a very ineffective parliament is the Russian one.

There are many different reasons contributing to why there are differences in levels of effectiveness. The British system is very effective and fast because when one party dominates the government it has total unity. The French system allows for a more fractured government with cohabitation and other limits on power.

The Russian system is a whole other story for another day! But just know that it is pretty ineffective.
And in general you can't paint all parliaments with the same brush.

No real difference with any other legislature -- most operate pretty much the same.

The only real difference in those govts is how the chief executive is chosen -- by parliament (prime minister) or independently elected (president).
