2 x 16 would refer to a rectangle
that has sides of
2 units wide and 16 units long.
2 x 16 x 18 would refer to a 3-dimensional "box" shape
(rectangular prism)
that is 2 units wide and 16 units long
and 18 units in height or depth.
The reason you use "x" is that
you can find the "area" (for 2-dimensions) or the "volume" (for 3-dimensions) by "multiplying" the length of the sides.
So for a square that is 2 x 16,
the area = 32 square units.
And for a rectangular prism
with dimensions 2 x 16 x 18
the volume = 32 x 18 = 576 cubic units.

It's height times width times depth, but there is no convention mandating the order in which they are stated. In my example, a piece of wood is 2 inches high, 16 inches wide and 18 inches deep.
