Yes, he is telling the truth, it is commonly known that birds cannot fly with salt on their tail.

I was told the same thing by my dad, but he said "if you put salt on a bird's tail, you'll be able to catch it." he also told me the saying is mostly becuase if you're fast enough to put salt on it's tail, you can also catch it, so it's just a sort of funny mediator.
