It really depends on what you mean.
If you mean that you've never had a period ever, and can you get pregnant? Then No. But if you've never had a period, then, I'm sorry but you really aren't mature enough to be having sex.
If you mean can you only get pregnant if you have sex while you're on your period? The answer is still NO.
You can get pregnant at any time you have sex. Period.
Now USE BIRTH CONTROL! Condoms! Something! You have a right to demand that your partner wears a condom. Period.

You can get pregnant even if you haven't had your period.. just ask the young mothers (12, 13, 14) out there that thought that and then.. wham.. baby pops out..
Just because you haven't had your period doesn't mean you haven't ovulated yet. And because you have no idea when that happens you run the risk of getting pregnant..
Beside if you haven't had your period yet it means you are way to young to be having sex

Most girls ovulate (that is her ovaries release an egg to be fertilized) several times before they have their first period, so YES, it is possible to become pregnant even if you've not menstruated before. You need to always have sex with protection, and if you've not gotten your first period yet, you're likely not old enough to handle the physical and financial responsibility of being sexually active.
