Yes, it is grammatically correct. I applaud your precision speech, and your recognition that your construction [an act completed in the past] differs from the alternatives: "you have had...(or you've had..)", an act continuing for some time but completed in the past; "you had had...." an act completed before some other act in the past; or the imperfect, future perfect or various subjunctive constructs.

It seems okay, but maybe I prefer "I think you've had too much." This gives more of a feeling of a process that is continuing until the present, rather than one that happened in the past.
PS: Alternatively, you could just say, "No way you're driving! You're totally sloshed!"
