If you can't access the CD at all, then I'd guess the drive is misconfigured, broken or disabled. Check the Device Manager in Control Panel - System and see what errors you may be getting.

If you can access the CD in my computer, there is an option to not have the CD auto-play. This would stop it from automatically playing music when inserted, or displaying the folders when a data disk is inserted.

It could be several things,
More often than not it is How it was burned, (SOFTAWARE)
What was used
(MEDIA)
The brand, and the Format and speed of the disc's used.
CD and DVD are not all the same.
Example if you have something that was burned on CD or DVD+R or RW Media and your machine can only read and write -R Media.
Speed will also affect your ability as well.
The Software used can also be a factor/
