I'm assuming you mean "fair" Fox News in the way maidens were "fair" in medieval times.

How do you measure fair? Is there a mathematical formula for that? How do you know it´s COMPLETELY fair?

Because Fox News is a conservative media channel. It doesn't really even pretend to give equal consideration to conservative and liberal viewpoints - it was founded specifically as an alternative to perceived liberal bias in other media outlets (particularly CNN, as founder Ted Turner is widely perceived as liberal).
