In high school and below - maybe. The grades will probably not be changed and someone will need to explain how the mental health issue wasn't caught by the staff of the school.
In college (higher education) - no. The student is responsible for his own success or failure in college and no amount of trying to pass it on as a responsibility of someone else will work.

The only way the child in question can be put into special education class, is to see if the qualify for those classes.
By law, the process is as follows:
Permission to test (meaning parents have to give permission before any testing can be done.)
Test the student (this can be in a few areas beside academics) This tells whether the student qualifies for services and what classification they fall under. (I'm guessing w/ the bypolar, they may be under the classification as Emotional Disorder)
Once qualified for special services, then there will be an IEP (Individual Education Program) meeting.
Here all parties (parents/guardian, special education teacher, general education teacher, LEA rep (typically principal), student, and other individuals neccessary) discuss the child's educational goals, etc;.
Then placement will be decided ( where the goals are to be met and run. in regular education classes or special education classes, etc.)

A lot of people that have bipolar also have attention deficit disorder (ADD). You would need to be in special ed for both but the drugs that you take for ADD can trigger mania in bipolar people.
Special classes are usually much smaller than mainstream classes so each student can get more attention.

Even if kid was bipolar, their grades would not automatically be changed - especially if no one knew it. ( And change the grades to what? Straight A's?????) I think the child would be properly diagnosed, placed in the proper classes & given the opportunity to retake the classes that were failed previously.

i would try to help you if i could actually follow your question...
i would assume that what you are trying to ask is probably determined by the school you go to since it is a university. my guess is you cant have your grades changed unless you take an 'Incomplete' in that course and then do work to complete it later, that is if you institution allows that.

no i don't think so. Not if you are bipolar, that has to do with emotions, but with your ability to learn. You might just need to try harder to focus on school and maybe get a tutor or something.
