The line of scrimmage is where they started.

So where they would have been would have been the scrimmage line plus 23.

The 15 yard penalty sent them 15 yards behind where they started, or the scrimmage line minus 15.

let s = scrimmage line.

with penalty s -15
no penalty s + 23

subtracting the two:

(s+23) - (s -15)

s + 23 - s + 15 (multiply out the negative sign)

38 yards.

38 yards from where the new line srimmage would have been w/out penalties

INITIAL L.O.S. = START OR 0
GAIN 23 YARDS, Penalties but you back to -23 yards to LOS and the assessed 15 yd penalty set you bck -15 yards

sp thew ball is -38 yards or 38 yards from where it would have been w/out penalties

23 + 15 = 38 yards back if no penalty had been assessed.
