when a person gives checks at anyplace and for some reason doesn't pay for the checks, the checks get in the person's screening for id and all that, but no matter how long the person's may take to pay for the debt, is that considered a crime, I mean, could one actually go to jail because of that, or have problems with the FBI?

Nope, it's not any kind of crime. In the courts, it's strictly a civil matter.
