Rent a van and a driver this way you get one fixed price. It isn't too expensive per day hire. I think it may be between P2000 and P3000 per day.
You get the advantage of someone else who knows the place doing the driving and as many stops/destinations as you want.

If you really want to get a feel on Manila during your stay, I suggest you take the most common transportation system - the good old jeepney. They are colorful little public vehicles that you can never find anywhere else, and most of the tourists I encountered wanted to try it at least once. Just a warning though, you have to bring a hanky or something to protect your face from dust because it is an open vehicle. And jeepneys follow certain routes, like the buses on NY. So they won't drop you off exactly where your need to go.
If you take a cab, you have to make sure that the meter runs during your trip. Hail them from the road, and as much as possible, do not take the taxis that are lined up in terminals as they charge higher than most.
If you have a very long itinerary and do not want to get super tired, you can rent a van or a car. I think there are rental services in Baclaran, along Roxas Blvd, or along Mandaluyong's Boni Avenue.

The drive can be a long one. Suggest the tourists hire a van so that they can relax and have greater leg room than a car and they can enjoy the scenery better.

if you'll travel from province to province, like manila to batangas you can take a van or bus.
but if within metro manila, go for rental. taking a cab might get you into trouble like, asking you for a higher price.

Rent-A-Car, because it is air conditioned and safe, man' its hot in Manila and not to mention those black smoke from the buses and jeepneys.
