I saw a James Bond collection while shopping for gifts for my dad and it didn't have NEVER say NEVER in it? Even though it was labelled the "JAMES BOND collection"

...although "Never Say Never Again", a veritable remake of the original "Thunderball", is definitely part of the James Bond cinematic mythos, it is not one of the films produced by the MGM/Albert Brocolli production company; Warner Bros. produced this one independently from the regular series of films.

is a remake of the 1965 film Thunderball. Released in 1983, it starred Sean Connery as the famous British Secret Service agent (as did Thunderball), and was released theatrically by Warner Bros.
The film is considered an "unofficial" James Bond film because it is not part of the Bond film franchise from EON Productions and United Artists, even though it is currently owned by United Artists parent MGM[1]. MGM acquired the distribution rights in 1997 after their acquisition of Orion Pictures. The film also marks the culmination of a long legal battle between United Artists and Kevin McClory.
Originally, the film was scheduled for release in direct competition against the official (i.e. EON Productions) Bond film Octopussy, starring Roger Moore, which led to the media dubbing the situation 'The Battle of the Bonds'. Ultimately, the two films were released at different times in 1983, and both were box office successes — although Octopussy ended up making more money

'Never Say Never Again'. It may not have been part of the Bond collection because it was not an 'official' Bond movie. (There's a different Q and no M, or a different M and no Q). At the time the Broccoli corporation had Roger Moore as Bond. 'NSNA' was made by another company because it owned the rights to the 'Thunderball' story, which is why 'NSNA' is a remake of 'Thunderball' (see previous answer).

i dont know why its not in those collections
Sean Conery had retired nearly 20 years before, from james Bond, left for one movie because Roger Moore couldnt come at the time, then retured for 2 more.
I heard one time the reason Never is not in the list of Bond movies is because it wasnt made by the same company or something.

It came out in 1983, the same year as "Octopussy" with Roger Moore. it was a "renegade production", apparently.

because it is the same movie plot as one of the other bond movies. it was sean connerys last movie and it was named never say never because before that movie connery said that he'd never do another one. well they got connery to come back, hence the name.
