Three breeds seem to hold the records.In 1850, the biggest horse was a SHIRE named Samson. He stood 21 hands 2 1/2 inches tall (1 hand=4 inches, so he was 7 ft 2 in. tall), and weighed 3600 pounds. In the 1930's and up to his death in 1948, the world's largest horse was a BELGIAN DRAFT HORSE named Brooklyn Supreme (aka "Brookie").He stood 19.2 hands high, weighed 3200 pounds, measured 10 feet 2 inches around, and he took a 40 inch collar. It took 30 inches of iron to make 1 shoe.
In 2006, another Belgian took top honors: RADAR measures 19.3 1/2 hands (6 ft. 7 1/2 in), weighs 2400 pounds, and was born in Iowa in 1998. Radar eats 18 pounds of grain, 40 pounds of hay, and drinks 20 gallons of water each day. One hoof on Radar equals all 4 combined on standard-sized horses.
The tallest horse, a PERCHERON gelding named GOLIATH stands 19 hands 1 inch (6 ft 5 in) at the withers (top point of the shoulder). To get an accurate measurement, a large animal vet had to stand on the top of a step ladder while his assistant held a tape measure at Goliath's front hoof, and he still had to stretch to reach the withers. Goliath weighs 2500 pounds, and it takes an 18-wheel semi-truck to haul the horse trailer. To eat grass (which he seldom does), Goliath has to stand with his front legs stretched out like a foal so his head can reach the grass.

I just read that the newest world's largest Clydesdale is 20 hh. It is different for different breeds, but I haven't heard what the latest overall world's largest horse is supposed to be.
