FAR more important than time and numbers are the water parameters. Your tank may be perfectly ready now, or it may need several weeks yet. The only way to know is to test the water.
You need to know ammonia and nitrite levels to see if your tank is cycled. If you take a sample to a pet store to have it tested, ask for the numbers. Don't let them just tell you "it's fine." Anything higher than zero is NOT SAFE for fish. You don't need to add chemicals to lower them; it happens naturally when the cycle establishes itself in the tank. To keep your fish as comfortable as you can in the meantime, do plenty of water changes. Once those are both zero, it's safe to add more fish.
You should have a nitrates test kit at home. You need to try to keep the nitrates below 40 for your goldfish by doing regular water changes.

What is the size tank you have???
like some said already, a 30 gallon is the MINIMUM for 3 goldfish

Nice sized tank, you should be able to keep up to 5 goldfish in your tank
In order to judge when you can add another one, just check your ammonia levels, if they are at '0', you can add one

As long as your goldfish are 3 inches or less and you have a minimum of a 30 gallon tank and your water is completely cycled, you can add another goldfish at any time.

Yup, just leave the new one in the bag for 30 mintues sitting in the tank. It give the other fish a chance to see whats going on and it adjusts the new fishes body temp to the new tank water

i disagree with the one person saying you need a 40 gallon for 3 gold fish my younger bro has 5 in a 5 gallon and there a good size i would suggest with goldfish some tetras or guppys or some more fancy goldfish but who knows wut you like
