Go ahead and get a free site at http://www.tripod.com and use their sitebuilder to build and publish it. Gradually you will learn enough to be able to do it on your own!

I would type in "free website builder" into Google - there's several things there that you can try. Most of them don't require any knowledge of the HTML code, but it's good if you can pick some of it up gradually so you can then start to modify the standard templates to you own choice.

all depends on how you plan on building it. Are you using HTML? Do you know coding and CSS?
