if a guy says that on his friendship scale you rate 75% what the hell does that mean.

Your just ok. Better than most, but not as good as others. In my book, 75% is a D or C-, so as you can see, its not that great.
If I were you, I would ask him how he came to that determination, and then ask him why you rated so low, and lastly ask him how you could rate better?
The other thing you could do is to ask him how others rated next to you, so you can see if his scale favors you or not.
Its obvious he has his own rating scale, so dont apply what he says to every other guy who rates you also.
