Because you can change your IP address any time you want to its easy :D I'm not a troll but I've changed mine because someone got my IP address while chatting in an IM :(

One reason I heard was to be fair to the other people at the IP that are NOT engaged in troll-like behavior

because people share computers. lets say you share a computer with your brother and hes a troll then you wont be able to come on here. you just gotta deal with them
