Weights on the ankles, run 50 yard sprints, work on your start and run with your football pads on. I did that after my eighth grade year when I was running 5.0 and was running 4.2 by time football season started my freshman year. Eat right and set up a work out plan of these things.

Work out, 5 miles a day, sprints, foot drills, try running 45 yards and getting a time of 4.63 or around there when u come back to the 40 it will be a breeze...

There are those things that are like backbacks that have a string tied to like a sled that you can put weights on

First of all, you didnt run a 4.63 because if you did you would know that is in the top 95th percentile on a speed index. You should go back to playing World of War Craft and stop wasting real athletes time.

Have your legs amputated at the knees and have those new fangled legs fitted, there great. You might even get to the Olympics, " if they let you compete " there is a bit of controversy over one guy at the moment but I think he will be allowed to run, as other athletes use aids to help them, IE:spectacles and stuff. Best way is to use strength shoes. They are a bit pricey, but totally worth it. they incerase your vertical leap dramatically, along with your speed and endurence.
If you don't want to spend money, do lunges and stuff to build the muscles in your thighs and calves.

run the 40 but time yourself in the 30.

Run regularly. Sometimes long runs, sometimes sprints.

Weight training to strengthen your body and legs.

Lots of practice.

Good spikes.

Good coaching.
