"Best" and "Cheapest" are mutually exclusive in Las Vegas. Cheapest? The Western. But what you'll save in room costs will more than be offset by the bullet proof vest and body guard. Try some of the downtown casinos along Fremont Street for reasonable, comfortable, fun, and safe accomodations: Fitzgeralds (my personal favorite), Las Vegas Club, Main Street Station, Four Queens, Golden Nugget, Plaza, and California. Get a slot club card and use it, you'll get some taken off your room at check out, and will get mailings for discount or free rooms.

There's a lot of things you need to ask yourself first.
What is your buget per night/overall? One person's cheap is not another person's cheap. If you want dirt cheap try:
On Strip: Imperial Palace, Excalibur, Tropicana
Off Strip: Orleans, Gold Coast, Terribles, Sam's Town
Or anything Downtown
If you want around $100/night or less try:
MGM, Luxor, Bally's, Flamingo, Monte Carlo
What am I looking for in a hotel besides cheap? If you want a good pool or a decent location you'll have to pay more.
Will I have a rental car? If you're not going to have a rental car, your options are limited to what's on strip.

www.hotels.com or www.expedia.com have the cheapest rates. It varies depending on the weekend, whether conventions are in town, dramatically. You can stay by Freemont Street, a little walk to the glitzy casinos like Caesars, for cheaper. You can stay at the Gold Spike for $25 a night if it isn't booked. Or the Stratosphere for $40, which is even better, located in between Freemont street and the bigger casinos. The Sahara is nice too, right across the street from the Stratosphere, at about $40 night.

Go to this site and click on Expedia in the middle of the page. Put for hotel with LAS as destination and your dates. I got Circus Circus for $59 a night, Riviera at $61 a night, Tuscany (off the strip) $53. That will give you the discount from that site. Good prices for a weekend on short notice.

We usually stay at the Flamingo. It's nice, remodeled, clean, and they have an awesome pool. The rooms are about $70 usually midweek. You could go cheaper with Imperial Palace or Circus Circus but I've heard those places are a little shady.

Some of the cheapest I've found are Stratosphere, Circus Circus (the manor rooms) and Sahara. They are all clean and I would say less crowded than the other casinos.

The name and hotel itself may not carry the glitz and glamor of one of the big "strip" hotels, but there is a Super 8 one block north of MGM on the backside of the strip...
You may not have the "luxury" of one of the big hotels, but you are right off the strip and won't pay nearly as much...And they do have tables there for easy, small and cheaper night of gambling.
